Tin Quan Trọng Từ Ban Thường Vụ Đông Ngạn, Tây Ngạn và Cộng Đồng Người Việt Louisiana

Trong quá khứ mỗi khi đến mùa bầu cử chúng ta thường nghe câu “đây là cuộc bầu cử quan trọng”. Hơn bao giờ hết câu nói này thật đúng đối với thành phố New Orleans nói chung, và cộng đồng Việt Nam nói riêng. Với thành phố New Orleans, cuộc bầu cử vào ngày 22 tháng 4, năm 2006, sẽ định đoạt sự phục hồi của New Orleans và, vì thế, tương lai của thành phố này. Từ khi thành lập đến nay, đây là lần đầu tiên người dân thành phố có thể quyết định phương cách xây dựng lại thành phố qua lá phiếu của mình.

Với cộng đồng Việt Nam, cuộc bầu cử này quan trọng về 2 khía cạnh. Thứ nhất, nó định đoạt sự phát triển, phục hồi, và phục hoạt của cộng đoàn Versailles ở Đông ngạn sông Mississippi. Thứ nhì, nó quyết định sự hiện diện của người Việt trong các tầng lớp lãnh đạo thành phố. Về vấn đề phục hồi, cộng đoàn Việt Nam ở Versailles đã phác thảo một kế hoạch tái thiết vượt xa hơn trước bão Katrina. Kế hoạch bao gồm tạo dựng một khu phố Việt Nam với những kiến trúc Việt Nam đặc thù; một Trung tâm Hưu Dưỡng gồm 300 hộ; một Trung tâm Văn Hoá làm bảo tàng viện trưng bày mỹ thuật Việt Nam và giữ lại lịch sử người Việt trong vùng khởi đầu từ trước cuộc di cư năm 1954; một Trung tâm Sinh Hoạt Cộng Đồng; một nhà thờ mới; một khu vườn cộng đồng; và chỉnh trang lại hai bên bờ kênh bao quanh cộng đoàn bằng con đường bằng gỗ với cây xanh bóng mát. Hiện thời, vì cơ hội, cộng đoàn đang điều nghiên về việc lập một trường trung và tiểu học riêng cho cộng đoàn.

Khía cạnh quan trọng thứ nhì, cộng đồng Việt Nam tại New Orleans đã đạt được chỗ đứng đặc biệt vì phục hồi mau lẹ. Nhưng, chúng ta không thể chỉ dừng ở đó. Trong suốt 31 năm qua, cộng đoàn chúng ta không có tiếng nói trong thành phố. Bởi thế, cứ mỗi lần đến mùa bầu cử chúng ta lại thấy nhiều ứng cử viên đến xin chúng ta ủng hộ. Sau đó không thấy mặt họ lại nữa cho đến mùa bầu cử sau. Trong khi đó, những nhu cầu của cộng đoàn chúng ta vẫn tiếp tục không được đáp ứng.

Với hai điều trên làm bối cảnh, lãnh đạo của cộng đồng người Việt của cả hai vùng Đông và Tây ngạn sông Mississippi đã bàn thảo về nhu cầu chung và đi đến quyết định kêu gọi cộng đồng người Việt sẽ chọn bỏ phiếu cho những người chắc chắn đáp ứng nhu cầu của cộng đồng. Hai nhu cầu chính yếu là ủng hộ kế hoạch xây dựng khu phố Việt Nam bằng cách ủng hộ và đưa chương trình này vào Tổng Kế Hoạch của Thành Phố (City’s Master Plan), và đưa người Việt vào làm việc trực tiếp với họ.

Để chọn những ứng cử viên, cộng đồng Việt Nam đã tổ chức hai buổi Diễn Đàn Ứng Cử Viên để nêu lên những vấn đề của cộng đoàn và đòi hỏi họ phải công bố quan điểm của họ về nhu cầu cộng đồng Việt Nam. Dựa trên những điều họ đã công bố và những thoả thuận khi họ gặp riêng lãnh đạo cộng đồng, chúng tôi kêu gọi chúng ta bỏ phiếu cho những người sau:

We have heard the expression, “This is the most important election”! There is no time when this expression is more apt both for New Orleans and for the Vietnamese community than the election in New Orleans on Saturday, 22 April 2006. For New Orleans, this election will determine the process of recovery, redevelopment, and revitalization and, thus, the future of this city. From the time of its original establishment, this is the first time the citizens of New Orleans can choose what the city will be like.

For the Vietnamese community in New Orleans, this election is important in 2 ways. First, it determines the redevelopment and revitalization of the Versailles Vietnamese community in New Orleans East. Second, it determines the level of representation and participation of the Vietnamese community in matters of city governance. In regard to redevelopment and revitalization, the Vietnamese community in New Orleans East has designed a plan that far surpasses pre-Katrina. This plan includes a “Viet Town” with unique Vietnamese architectural designs; a 300 unit Retirement Community; a Vietnamese Cultural Center to display Vietnamese Arts and Crafts and to retain the oral history of the Vietnamese in the region beginning with life before the migration from North to South Viet Nam in 1954 to the present; a Community Center; a new Church and other Related Structures; a Community Garden; and the beautification of the canal banks including park-like green space with boardwalks on the water. Currently, as the opportunity that presented itself, the community is exploring the possibility of establishing a community chartered school in the area.

In regard to the second important issue connected with the election, the Vietnamese community in New Orleans has reached a new level of prestige and recognition because of our quick recovery and our public involvement. However, we cannot stop there. In the last 31 years, our community has not had any voice in the governance of the city. Therefore, whenever election time arrived, a number of candidates came to ask for our support, they would be seen again until the next election, and our needs often remained unmet.

With the two foregoing issues as background, the leadership of the Vietnamese community on both side of the Mississippi River gathered to identify the issues and came to the decision that we will call on our community to vote, and to vote in block for candidates who for certain will meet our two most pressing needs. Those who support our Re-Development plan would have to agree to include our plan in the City’s Master Plan. They must also agree to hire Vietnamese Americans on their personal staff.

In order to choose the fitting candidates, the Vietnamese community organized two candidate forums to make known our issues and demand a public response and commitment from the candidates. Relying on the candidates’ responses and promises, the leadership of the Vietnamese community calls on the whole community to vote for the following candidates:

I. Thị Trưởng New Orleans: Ông Ron Forman, số 57

Quá trình làm giám đốc Sở Thú thành phố và việc xây dựng hồ cá Mỹ Châu (Aquarium of the Americas) tạo cho thành phố 6 ngàn 500 việc làm và mang vào cho thành phố 350 triệu Mỹ kim hàng năm của ông Forman thì mọi người đều biết đến. Riêng với cộng đồng Việt Nam, ông đã làm những việc sau:

A. Ráo riết vận động để chúng ta có thể mở một trường trung và tiểu học riêng cho cộng đồng trong vùng Đông ngạn. Chúng ta vẫn đang trong tiến trình thực hiện việc này.

B. Hoàn toàn ủng hộ việc đưa chương trình phát triển của chúng ta vào Tổng Kế Hoạch của Thành Phố.

C. Đã mướn một người Việt Nam cộng đồng đề cử làm việc trong nhóm tranh cử của ông. Người này sẽ tiếp tục làm việc với ông một khi ông trở thành Thị Trưởng.

D. Đã phỏng vấn và nhận một người Việt Nam do cộng đồng đề cử vào chức vụ Phó Thị Trưởng đặc trách tái thiết và lưu thông của thành phố. Đây là một trong những chức vụ lớn nhất của thành phố vì trong vòng 10-15 năm tới vấn đề quan trọng nhất của New Orleans sẽ là tái phát triển.

I. Mayor of New Orleans: Mr. Ron Forman, # 57

Mr. Forman’s accomplishments as the Director of the Audubon Institutes that includes the zoo and the Aquarium of the Americas creating 6,500 jobs and adding to the New Orleans some $350 million annually are well known. With the Vietnamese community, he has done the following:

Continuously Advocated for public schools to reopen near our community. He is also assisting us to establish a community based chartered school.
Wholly supports our Re-Development Plan and will incorporate it into the City’s Master Plan.
Hired a Vietnamese recommended by the community to be on his campaign staff. This person will continue to function as his personal staff once elected.
Interviewed a highly qualified Vietnamese recommended by the community and offered this person the position of Deputy Mayor in charge of redevelopment and transportation. This will be one of the most important positions in the city because in the next 10-15 years, redevelopment will be the most important issue in New Orleans.

Jacquelyn Brechtel Clarkson for City Councilmember At-Large

A. Bà Jacquelyn (Jackie) Clarkson, số 71

Bà Clarkson đã từng làm Nghị Viên cho vùng Cử tri C, tức là vùng bao gồm cộng đoàn Việt Nam ở Woodland. Bà đã đi sát với Việt Nam ở cả hai vùng Đông và Tây ngạn sông Mississippi và luôn ủng hộ những đòi hỏi của cộng đồng Việt Nam. Bà ủng hộ kế hoạch phát triển của cộng đồng Việt Nam và đã nhận một người Việt Nam do cộng đồng đề cử làm phụ tá bán thời gian. Vào tháng Sáu tới đây, nếu đắc cử bà sẽ mướn người chúng ta đề cử làm nhân viên chính thức của bà.

A. Mrs. Jacquelyn Brechtel Clarkson, # 71

Mrs. Clarkson has served her terms as City Council for District C. This district includes the Woodland Vietnamese community in Algiers. She has been a supporter of both the Woodland and the Versailles communities. She supports the incorporation of our Re-Development Plan into the City’s Master Plan. She accepted a Vietnamese recommended by the community to work on her campaign part-time. If elected, she will hire this person on her staff full-time.

Roger Wilson for City Councilmember At-Large

B. Ông Roger Wilson, số 81

Ông Wilson là một khuôn mặt mới trong giới chính trị. Thân sinh của ông là người đã sáng lập hãng McDermott ở Louisiana và là một trong những người chủ tiên khởi đội football Saints của New Orleans. Thân sinh mất sớm, ông đã được gửi đi học nội trú tại một trường ở vùng đông bắc nước Mỹ. Ông là một tài tử trong một số phim và một số chương trình truyền hình. Ông cũng là một người viết truyện phim, trong đó có một số phim liên quan đến Việt Nam. Sau khi New Orleans bị cơn bão Katrina tàn phá, nhớ đến nơi ông sinh ra và lớn lên nên ông đã kêu gọi thân hữu cứu trợ. Cho đến hôm nay, ông đã mang vào tổng số vật liệu cứu trợ trị giá 5 triệu Mỹ kim. Trong thời gian trực tiếp cứu trợ ở New Orleans từ thời đầu của trận bão đến nay, qua sự thúc đẩy của thân hữu ông cảm thấy cần phải đóng góp nhiều hơn nữa cho New Orleans bằng cách bước vào vòng chính trị để giúp lèo lái thành phố đến chỗ tốt đẹp hơn. Ông tin rằng với những liên hệ của ông, ông có thể kéo những cơ quan, những hãng sở vào đầu tư tại vùng này.

Người anh họ của ông Wilson đã bỏ mạng trong trận chiến tại Việt Nam. Cách đây hơn 10 năm ông đã đến và ở trong Việt Nam 1 tháng. Trong thời gian ấy ông đã đi suốt từ Bắc vào Nam và đã nhận ra được tính chăm chỉ và sức quật cường của người Việt. Vì thế ông muốn ủng hộ nỗ lực của người Việt tại New Orleans và có người Việt Nam làm việc với ông.

Ông Wilson hoàn toàn ủng hộ kế hoạch phát triển của cộng đồng chúng ta. Ông cũng đã nhận một người cộng đồng đề nghị vào làm việc với chúng ta. Nếu đắc cử, chắc chắn sẽ có một người Việt do cộng đồng đề nghị làm nhân viên thân cận của ông.

Mr. Roger Wilson, # 81

Mr. Wilson is a new face in the city’s politics. His father founded the McDermott company and was one of the original owners of the New Orleans Saints football team. His father passed away while Mr. Wilson was a teenager. In accord with his father’s wish, he went to a boarding school in the northeast. He is an actor in some movies and TV series. He is also a movie and TV screenwriter. Some of the screen pieces he wrote included parts on Viet Nam.

Seeing New Orleans being destroyed by Hurricane Katrina, Mr. Wilson called on the help of friends he made through the movie industry and, as of today, was able to bring in more than $5 million in donated goods. He came back to New Orleans himself to help with the distribution of goods and recovery. It was during this emergency and recovery work that his friends call on him to enter the election. He felt that through his contacts, as an official representative of the city, he can call on his business contacts to invest in New Orleans. Thus, he agreed to run for the At-Large position at City Council.

Mr. Wilson has a special affinity to Vietnamese not only because his cousin died in the Viet Nam war, but also because in his screenwriting works, he spent one month traveling through Viet Nam. Having seen the resiliency and determination of the people, he wanted a Vietnamese to work with him. He totally supports our Re-Development Plan being incorporated into the City’s Master Plan. He has a Vietnamese person recommended by the community to work with him. If he is elected, he will certainly have a Vietnamese recommended by the community to be on staff.

III. Nghị Viện Thành Phố: Cộng đồng Việt Nam trong quận Orleans thuộc về hai vùng cử tri là vùng C và vùng E. Vùng C là nơi cộng đoàn Woodland trực thuộc. Quận E là nơi cộng đoàn Versailles trực thuộc.
III. City Councilmembers: The Vietnamese community in Orleans Parish belongs to two voting districts, C and E. The community in Woodland is in District C. The community in Versailles is in District E.

Kristin Gisleson Palmer for City Councilmember, District C

A. Nghị Viên Vùng C: Bà Kristin Palmer, số 103

Bà Palmer là một khuôn mặt mới trong giới chính trị, nhưng là một khuôn mặt quen thuộc trong các lãnh vực xã hội. Bà đứng đầu chương trình Christmas in October. Đây là chương trình giúp sửa chữa và tân trang những căn nhà tồi tàn bệ rạc của người nghèo. Bà và chồng đã mua một căn nhà tồi tàn ở một nơi nghèo và tự sửa chữa. Sau đó, họ và các thiện nguyện viên đã đến các căn nhà tồi tàn trong vùng và giúp gây quỹ và chính tay sửa chữa những căn nhà này cho những chủ nhân nghèo. Chính tay bà đã tham gia sửa chữa 8 căn nhà. Ngoài công việc này, bà còn thành lập những công viên cho các trẻ em nghèo trong vùng. Bà cũng đã tham gia công việc thành lập trường khoán (chartered school) trong vùng để nâng cao trình độ cho con em trong vùng. Hai người con của bà hiện đang học tại trường này cùng với các trẻ em nghèo trong vùng.

Bà đã đến với cộng đồng Việt Nam, hoàn toàn ủng hộ kế hoạch phát triển của cộng đồng, và bà cũng đã nhận một người Việt do cộng đồng đề cử làm việc với bà. Nếu đắc cử, người này sẽ trở thành nhân viên chính thức làm việc với bà trong Thị Sảnh.

A. City Council District C: Mrs. Kristin Palmer, # 103

Mrs. Palmer is a new face in politic, but a familiar face in social services and actions. She is the head of the Christmas in October program/organization in New Orleans. This is the organization that helps renovate dilapidated houses for poor people. Mrs. Palmer and her husband bought a house in a poor area in Algiers and fixed it themselves and are currently living in this house. After moving into her fixed-up home, Mrs. Palmer, together with volunteers, raised funds and fixed 8 other establishments for the poor in the community. She also established parks in poor neighborhoods for children. Additionally, she spear-headed the chartered school in Algiers to replace the failing schools in the area. Her children are attending the school she helped chartered.

Mrs. Palmer came to the Vietnamese community to ask for our support as well as providing whatever help she can offer to our community. She supports the incorporation of the Vietnamese community’s Re-Development Plan into the City’s Master Plan. She also hired a Vietnamese recommended by the community to work on her campaign. This person will be on her staff when she is elected.

Cynthia Willard-Lewis for City Councilmember, District E

B. Nghị Viên Vùng E: Bà Cynthia Willard-Lewis, số 116

Bà Willard-Lewis là một khuôn mặt quen thuộc với cộng đồng Việt Nam, nhất là người dân vùng Vesailles. Bà là Nghị Viên tái ứng cử. Không kể những việc trước bão Katrina, từ khi bão đến nay, bà đã là người gọi nhân viên vệ sinh đến dọn dẹp rác trong cộng đoàn người Việt. Nhờ thế, một tuần sau khi được trở về suốt cho đến ngày hôm nay các nhân viên ấy vẫn đang ráo riết làm việc dọn dẹp trong vùng. Bà cũng đã cùng với cộng đoàn tranh đấu cho việc tái thiết lập hệ thống nước và điện trong vùng. Chính nhờ sự vận động ráo riết của bà mà cộng đoàn của chúng ta đạt được những thành quả hiện nay.

Bà đã ủng hộ kế hoạch phát triển của chúng ta ngay từ đầu và sẽ là người đẩy để kế hoạch này được sát nhập vào Tổng Kế Hoạch của Thành Phố. Bà cũng đã nhận một người do cộng đồng đề nghị. Nếu được tái cử, người này sẽ trở thành nhân viên của bà trong Thị Sảnh.

B. City Council District E: Mrs. Cynthia Willard-Lewis, # 116

Mrs. Willard-Lewis is a familiar face with the Vietnamese community, especially in New Orleans. She is running for re-election. Focusing on post-Katrina, Mrs. Willard-Lewis was the person who called the debris removal company to come to our community. This company started one week after our return and has not stopped. She was with us in our struggle for electricity and water. Thus, we are still one of the few communities in New Orleans East that has electricity. She alerted us to all issues pertinent to the area so that we can voice opposition whenever needed. Without her assistance, we certainly would be several months behind where we are in recovery and redevelopment work.

She has been in support of our Re-Development Plan from the beginning and will be the person to present the plan to be incorporated into the City’s Master Plan. She has hired a Vietnamese recommended by the community on her staff. This person will continue to be on her staff after she is re-elected.

Gerald DeSalvo for Criminal Sheriff

IV. Cảnh Sát Trưởng Dân Cử: Ông Gerald DeSalvo, số 4

Ông DeSalvo là một khuôn mặt trẻ, một luật sư của hiệp hội cảnh sát và nhân viên chữa lửa. Ông đã đến gặp đại diện cộng đồng xin ủng hộ. Ông đã đồng ý khi đắc cử sẽ tuyển nhân viên người Việt vào làm trong sở cảnh sát dân cử.

IV. Sheriff: Mr. Gerald DeSalvo, # 4

Mr. DeSalvo is a young face. He has been the lawyer for the New Orleans Police Association and the New Orleans Firefighters Association. He came to the leadership of the community and asked for our support. He agreed to hire Vietnamese into the department once elected. Although the incorporation of our Re-Development Plan is not within the jurisdiction of the Sheriff, he will certainly offer his personal support.

Vì quyền lợi chung cho Người Việt chúng ta tại vùng Đông Ngạn và Tây Ngạn, xin qúy vị cố gắng dùng cách này cách khác chuyển tin này tới Người Việt hiện cư ngụ tại Louisiana cũng như đang còn tạm trú ở các nơi khác trước ngày bầu cử, 22 tháng 4 này.
